Who are we ?

DL₂A is a publishing house incorporated in Paris, France, with French and Tanzanian roots. The company is specialized in edition of works written in African languages and has started to publish in Kiswahili. Our commercial name is Buluu Publishing.

The reason that gave us the idea and the desire to create a publishing house has to be found in witnessing this strange paradox that wants brilliant authors in African languages to write, sometimes several books of world class quality, and never been published. This issue of hardship as a normal publishing process is known everywhere in the World but it was particularly evident in the case of Mathias E. Mnyampala (1917-1969), a Tanzanian famous poet, whose archives and unpublished manuscripts were remaining in the dark till the 2010's. Mnyampala's autobiography, carefully protected by his second son, has been our first publication in 2013!

Our responsibilities:

• to find, to select and to edit new authors writing in African languages

• to publish their books and to sell them in electronic or paperback versions with a Worldwide range of diffusion and a fair royalties policy

• in France: we have a legal activity in the field of copyrights protection. We're also busy with the issue of long term conservation of the published works.

Why we also build Computer Networks?

We realized that preserving African digital heritage requires more than just files; it requires technological sovereignty. That is why we have expanded our mission to include Engineering & Digital Infrastructure.

We design, deploy, and maintain autonomous computer networks (covering the full spectrum from physical cabling to software layers). Our goal is to ensure that the data and literature we cherish are hosted on secure, independent infrastructures—free from reliance on commercial clouds. By mastering the technology, we guarantee the long-term safety of the works we publish. Furthermore, as a solidarity-driven NGO, we use this expertise to help our partners in Africa build their own sovereign digital spaces and reliable local networks.
